Council Finances

Little Bardfield Parish Council is funded through a precept, which is a local tax that is collected by Uttlesford District Council on behalf of the Parish Council. The Transparency Code for Smaller Authorities requires the Parish Council to publish certain financial and administrative information online. The aim is to ensure transparency, help residents understand how the council spends public money, and enable the community to hold the council accountable for its activities and decisions.

When and where do financial decisions take place?

Financial decisions are made during the parish council’s formal meetings, which are held quarterly throughout the year.

How are decisions recorded and communicated?

All decisions made during parish council meetings are carefully recorded in official minutes by the Clerk. These minutes provide a detailed account of what was decided. With the dual role as Responsible Financial Officer, the Clerk also prepares and publishes regular financial reports to ensure transparency and keep the community informed about the council’s financial position.

How are finances managed periodically?

An internal audit of Little Bardfield Parish Council is conducted to review the council’s financial management and governance. This independent assessment ensures that all financial transactions are properly recorded, that appropriate controls are in place, and that the council complies with legal and regulatory requirements.  


The internal auditor examines the council’s financial records, reporting procedures, and governance practices. After the review, the auditor provides a report highlighting any issues or areas for improvement.


The findings from the internal audit are included in the annual governance statement (also known as the AGAR).
